AGENDA:

1. Review of previously agreed priorities:

a) Criminal Damage to Motor Vehicles across ward:  Pc AB informed members that Police had conducted high visibility and covert patrols within the ward. A total of 17 reports of criminal damage to mv’s had been reported since 5th April 2011 compared with 22 reports for the previous period. 4 suspects had been arrested on suspicion of criminal damage and are currently on police bail. 2 of the suspects were acting together and arrested for damages caused in Beedell Avenue. Pc AB advised that most damages were caused late evening into the early hours.   

2. Current problems / Information sharing:

a) DB requested clarification on crime recording. PS GL explained the difference in criminal and asb incident recording.

b) Pc AB gave an update on rape incident that occurred within the ward on 26th May. Pc AB had liaised with OIC who advised that enquiries were still ongoing. At this stage of the enquiry limited information could be released but a large number of officers were involved in the investigation.

c) LS reported a lack of parking in her street and noise/asb from pub goers on a Friday night between the hours of 00:00 and 03:30. LS believed that persons were travelling down from the Chalkwell park area. LS also reported that a group of youths were congregating in Tintern Avenue j/w London Road near to the shed shop. PC AB advised that he was aware of the location and agreed to pay attention to the area during late turn duties.

d) MT reported possible drug dealing activity and asb in the alleyway behind St Andrews church. ASB was also reported in the alleyway in Ronald Park Avenue. MT passed details of residents who had witnessed activity to PC AB to follow up. MT reported a rough sleeper in Dr Jaya’s surgery located Westbourne Grove. PC AB to visit location and deal as necessary. MT advised that he had been made aware of drug issues in the bottom half of Ramuz Drive. PC AB informed members that the police rely on information from the public in order to gain intelligence so that further action can be taken. MT added that he had been frustrated when contacting Essex Police recently. When contacted the call taker requested a postcode for the area concerned which led to a delay in recording information. PS GL advised that this is a set procedure within Essex Police and acknowledged the frustration that it sometimes causes. At a local level this is something that we had no influence over.

e) IG reported that the recent Big Lunch held recently in Westbourne Grove/Westminster drive was a success. The event was visited by local PCSO’s who did not appear to have been made aware of the event. PS GL advised that PCSO’s had attended as part of community engagement and the issue of road closures had been overseen by the council.

f) DG reported that road speed ramps in Hildaville Drive were being used by local youths as skateboard ramps. DG advised that youths at the location at approx 20:00 hours. PC AB agreed to visit location at times suggested.

g) BS confirmed that a rough sleeper at 404 Westbourne Drive Surgery had been staying at the location for the past week. PC AB advised that he would visit the location and deal. Leigh Policing team had also been made aware.

h) MW reported that graffiti and asb in Fairfax park had fallen. He had noticed that more families were attending due to the nicer surroundings. MW advised that the council Streetscene had been treating the location as a priority. MW also reported a group of approx 6 males cycling on the footpath weekday mornings 08:00-08:30 from Southbourne Grove through to Southend. Pc AB advised that  local PCSO’s would be made aware of the issues and deal appropriately.

i) SB reported that Chase school staff were continuing their efforts to gather pupils from within the Fairfax park to stop them congregating. SB requested further info in respect of possible drug dealing in Ramuz Drive. PC AB advised that a drugs warrant had been executed recently in the road resulting in a cannabis cultivation being found. Arrested persons are currently on police bail.

j) TP advised that the Big Lunch event for next year had been confirmed as 3rd June.

k) MT advised that the previous problems with Ronald Park News had dicipated.
Police have received no further reports of asb at that location. MT further added that the derelict premises at Westbourne Grove j/w Westborough Road could now have a buyer with the possibility of a supermarket being built.

        l)    SK advised that the church had appointed youth worker Debbie Martin as part       
of the ongoing Youth club project. Debbie has successfully set up a youth project in another part of the town. Appointment to be in place 01/08/2011 initially one evening per week. An architects meeting is planned shortly in respect of the St Andrews community café extension.
